Stage 02 — Structured Delivery

Operational Training Partnership

For proven pilot partners ready for structured delivery, as a formal Delivery Partner Centre — more structured than a pilot, still independent, not yet a licensed franchise. Term: one year, renewable.

Stage 03 — Full Franchise

Capability Delivery License

The full franchise model. The partner becomes an Authorized Being Topper Capability Delivery Centre, with a defined territory and full approved programme access. Term: three years.
